Filtering report lists

User story:
As a TTA Smart Hub user, I want to be able to filter the lists of reports I see on the post-login landing page so that I can quickly find what I'm looking for or group together reports I'm most interested in.

Note:
Even though the "my reports" list will always be shorter than the "all reports" list, we should implement this filtering capability on both lists because a TTA manager's "my" list may actually grow big enough with reports to approve to warrant the filter. (The engineers may also want to implement pagination on both/all lists for reasons of code quality.)

Acceptance criteria:

• both the "my reports" list and the "all reports" list include a filter capability that lets the user filter based on columns and content in the columns
