I am a little confused about this file.
I thought it could be much shorter than I see some of the other groups do.
I guess it's kinda like the backlog except in order we should do it, and each feature is described in greater detail?

Yes. The Backlog is the draft, The Development Strategy is based on the Backlog but it has all the parts relative to HTML and CSS, sometimes the branch's name is also present. All the different steps become the issues for HTML/CSS, use the Development Strategies of class 21 as a reference as you did.
