This is actually a bug in JavaFX (see the JDK bug system).
Considering that the bug has been filed three years ago it might be worth considering the workaround suggested on the above link, i.e.: "uninstall the parent tooltip when the mouse enters the child node and reinstall it when the mouse exits the child node".
