SPEC 0 recommends that Python packages be supported for three years after their initial release. This means that we can drop Python 3.10 support in October 2024.

We're thinking about doing the v0.5.0 release within ∼1 month, and it would be worthwhile to have one more release that supports Python 3.10.

This follows up on #281, which dropped Python 3.9.
