adding background images to a pages widget

Hi I am trying to add change the background images to a pages widget and according to the documents:

for simplicity I have just tried changing the background color. According to the documentation I should be able to add the following to change the color:

background:
  color: 'navy'
  # Text color (true=light or false=dark).
  text_color_light: true

but when I try to add it to the pages widget as so I does not change the color:

It might be that I am adding it the wrong place, but I have tried a few places but haven't really got it to work. I have also seen a few place that one can either use a custom theme and/or use a custom CSS, but that seems a bit overkill to me?

The background field should be added under design.

That is indeed so thanks so much for the clarification. It might be worth considering making this more clear on the site:
