Unclear whether Considerations contain any Rules #334

The Considerations section on various Overview pages contains a list of bullet points that should be considered. The list then states a number of actions that must occur. By the following of logic, this means that where it is stated that something must occur (it is mandatory), in actual fact it merely should (it is optional). This is confusing.

Further, should it be the case that any action must be undertaken, it should instead be documented within the Standard Ruleset and replicated to Overview pages as appropriate (rather than being mixed among a different list).

There are a range of Considerations noted as must. Some of these are agreed must statements, while others are very much should. Further, some things noted as should are stated as a must in the Standard Ruleset.

As such, they should be assumed to be should, and reviewed on an individual (or related-items) basis.

Also noting that any should statements are statements known as Guidelines.
