Collapse table of contents on small screens

On large screens the table of contents (TOC) sits on the left of the main content. On smaller screens, currently the TOC gets moved to the top of the screen. We should change this so that it collapses and add a burger menu icon.

The change should be added to the upstream design-system repo as much as possible, and will require adding client-side javascript.
