Is your feature request related to a problem? Please describe.
There is no mechanism today for publishing and sharing PDL files.

Describe the solution you'd like
We would start a new repo with a process for publishing reusable PDL defs and functions.

Describe alternatives you've considered

This issue was proposed by @eloycoto.

Probably this should be in a pdl-ecosystem or pdl-community org, rather than under the IBM org?

decided to have a community folder instead.
