NameError: name '_C' is not defined

Following the suggested local env config flow and tried to run the demo to verified, always come with this error, after the latest commit.

As many of the config env dependencies need to be refined, found followings must be fulfilled:

1. the torch version x cuda has to be 2.1.2 max because if go above the diffuser[torch] will silently uninstall any torch version above and reinstall 2.1.2 which will kill local torch setups > cuda become unavailable
2. mim mmcv==1.7.1 can not be built according to the osx repo's script, need to remove that 1.7.1 version
3. setuptools versioning is out of control. osx repo will forcibly install version 60, which can not be used for later repo installation, so has to be reinstall as 69.1.0 befor installing the next recgonize-anything.
