Confirm the process of adding labs to projects. #199

I'm not sure if the process of subscribing labs to projects is working. Project leaders are apparently unable to confirm labs, it's been necessary for admins to manually confirm it in a few cases.

Need to perform some testing, see if/how it works, and update documentation.
