This issue addresses one of the topics discussed in #22 .

What media types could a bulk download be provided in and are these media types present and described properly in one of the registries at IANA, INSPIRE and OGC.

This is in some way related to opengeospatial/geopackage#555. How about zipped bulk downloads, do they need a separate media type or can the HTTP header Content-Encoding be used? See opengeospatial/geopackage#555 (comment)
