IR for Spatial Data Service Category Codelist content

Dear maddam/sir,

In the last years we had a problem to clarify what are interoperable and harmonised SDSs, as can be seen for example in this Question: INSPIRE-MIF/helpdesk#25
As the 2021 deadline in relation to interoperable and harmonised SDSs is approaching, we would like to clarify the content of the Spatial Data Service Category Codelist, as this could potentially clarify what are the interoperable and harmonised SDSs.

Question 1:
As all records appear to be "eu-legal" under the "Governance level", can be clarified from which official document is populated the Spatial Data Service Category Codelist that is accessible at:
https://inspire.ec.europa.eu/metadata-codelist/SpatialDataServiceCategory ?

Question 2:
Is there any relation betwen the "Spatial Data Service Category" and the "Spatial Data Services" definition from the INSPIRE Directive, as according to the Directive the "‘spatial data services’ means the operations which may be performed, by invoking a computer application, on the spatial data contained in spatial data sets or on the related metadata;"?
The "Spatial Data Services" as defined in the INSPIRE Directive by using plural, refers to "operations" that are offered by the "services" and not to "services", neither to "services categories" or "spatial data services categories" or to OGC Taxonomy of Geographic Services that is actually presented in the respective codelist.
