Anchor links covered by the header when followed

Not sure if this can be fixed in the page style or else, anyway, reporting.

I am working on a draft for new content and using in-page anchor links. Unfortunately the content the anchor link points to, when clicked on the link and scrolled to, gets covered by the header page. See the screenshot:

I would expect that what happens is something like this instead:
