Who is in charge of the maintainance?

The README.md could explicit who is in charge of maintaining the whole Onyxia project.

By "maintaining", I mean: who has the power to ultimately validate PR?

Since the code belongs to INSEE, I expect this to be someone at INSEE - which does not prevent, of course, active contributors from other public administrations or outside the administration.
