What

We need to order our testing and deployemnt pipelines so that the tests run after the deployment has succeeded.

Why

Currently deployment and test execution in the govtool.cardanoapi.io occurs concurrently. This has resulted in test of old deployment, as deploy takes longer than the testing process.
