Regen cost applies to first island creation

regenCost is applied when first creating an island instead of only applying when doing regen. Causes player not to be able to create island on the default config.

To Reproduce
Steps to reproduce the behavior:

1. Install plugin with default config
2. Try to create an island, it ask for 1000 $

Expected behavior
A clear and concise description of what you expected to happen.

Creating the first island should be free or at least use a "firstTimeCost" and not use "regenCost"

Copy and paste the results of /version and /is about
4.0.9 + (All Minecraft versions)

check the level pr, i think i fixed this there - peaches is hesitant to merge it because he doesnt want to confuse server owners but i made it a toggle
