Multiple tabs are opened if clicked "View in VSCode tab" multiple times.

This issue is to advocate for PR#3069, and its related discussions, viz. Issue#3337 and Issue#3338. Because the original PR and issues are closed and locked almost immediately after their creations, I cannot voice my opinions there -- so born this issue.
One of the maintainer seems in particular favor of bureaucratic manner, does not welcome contributors, and reject PRs with no explicit reasoning. I do not think such behaviors are encouraged in an open collaboration project, and it might discourage future contributions. I hope there are common guidelines to resolve conflicts such as these.
