Pasting layer on a texture is not working properly #2555

What are you trying to do, and what do you expect to happen?

I am trying to copy and paste a selection of texture onto another one. I expect it to paste the selection on the texture

What happens instead?

The selection doesn't even appear on the texture, but the layer(copied layer) in the layers tab do
