Consider adding an elog entry when Events are closed.
Currently we have an elog entry made when an Incident is CREATED, REVISED, and CLOSED.

Actually, closer look at code reveals we don't send elog for REVISED anymore. Looks like we did initially then prob got too much noise in the elog.
Sorry, something went wrong.
Randy suggested using different terminology for Event vs Incident close. Perhaps "resolved" instead of "closed".
Not clear if the extra noise of "event resolved" elogs is desired. Waiting on confirmation.
