Database containers whose Lifestime is Permanent should be kept in the Database panel #296

Aspire 9 supports container Lifetime = Permanent to persist across runs of the AppHost.

It would be great if the plugin would not remove the database from the Database panel when the AppHost is stopped if the container is "Permanent".
