Redo Advanced payment action is broken

Steps to reproduce

1. Create a new Advanced payment action.
2. Enter about 5 recipients all with different values.
3. Create the action.
4. On the creation screen, redo the action.
5. Note the new values of the action.

Note: I feel like I created this issue already, but for someone reason was not able to find it.

Expected behaviour

• Redoing an Advanced payment action should duplicate the payment exactly.

Actual behaviour

• Redoing an Advanced payment action is not working at all or not working correctly.
• Redoing an Advanced payment action is adding the network fee values.
• Not included in the screenshots, but in cases when your computer is overloaded, redoing an action will just create a new empty action.
