I'm interested in adding an implementation of the Mann-Kendall trend test in HypothesisTests.jl. Would that be appropriate?

I've found myself needing to use it quite often, but I'm also new to statistics so I'm not 100% sure if this package would be an appropriate place for it. I'd be happy to try and make a PR.
