Issue with rendering pipeline stages ordering in core spec build

There is a logical ordering between certain pipeline stages listed in the Chapter 7.1.2:

However, if i follow standard build instructions (using ./runDocker script), i got the Specification with incorrectly rendered this part of the document, no matter the output format (pdf/chunked/html):

This issue persists when i execute command

./makeSpec -clean -spec core chunked

But renders correctly when using -spec khr/ratified/all.
