I cannot force close the channel with error"Unable to find Arbitrator" and blockchain sync stuck in 100% forever IOS

I have this issue as well. $150 on chain and $150 in channels. Cannot force close my channel. Unable to find Arbitrator msg. Unable to send on-chain. It keeps saying Insufficient funds to create transaction. Willing to split my funds if recovered.
