Remove storage fallback in favor of storage cache

Afaiu Storage fallback is redundant with what Storage caching provides. Think it would simplify the code and flags to remove this semantic duplication and only have a cache

Haven't thought through the exact details here, but remember having discussed this with @epociask but don't remember the exact details. Couldn't find any issue wrt this so creating one now.
