Change alias STANDARD-OCCUPATION-CODE to https://phinvads.cdc.gov/vads/ViewValueSet.action?oid=2.16.840.1.114222.4.11.7901# and only use as an example.

http://terminology.hl7.org/CodeSystem/soc has been retired.

Change CDM_Coverage_Instance example.
Verify no other uses in the IG.
