Update for KSP 1.3

The assembly is updated for all of the changes for KSP 1.3, including fixes for ground detection.

Localization (for the experiment results and the various warning and confirmation messages) is supported mostly through stock text, the two lines not used by stock KSP have been added into a separate localization config file, which I put into the plugins folder, but can be placed anywhere.

If there are any further plans for localization, the relevant fields in the part config should also be added: part description, experiment action name, etc...
