QoL Update - Add exclusions to Jutsu Filtering

At the moment when Filtering Jutsu, you are able to specify specific details that you want in your jutsu, but can only select one option for each category. The ability to select multiple exclusion to help filter out Jutsu would be beneficial and allow for better control over what is visible in the jutsu list.

The adjustment to the filter can work on all pages that allows the filtering of jutsu.
