Changing volume in Web UI doesn't change volume on "play on" client device (Android)

When using the Web UI (e.g., Brave browser) and I "play on" a client (e.g., Android), volume does not change on the client device. For example, if the Web UI shows volume as 100 and I slide it down to 50, the volume on the client does not change. However, if I go to the Android and slide the volume to 50, it reduces the volume appropriately.

The only reference to a potential issue is from 2018 (#3421).
