[🐞]: Placed Books do not Provide Enchantment Power Despite Settings

Before Continuing:

• Check you are using the latest version of the mods and its dependencies
• Always include a latest.log if you are crashing
• Remove mod that enhances Minecraft: Optifine, Sodium, others. The issue persists.
• If you are unsure which mod is the culprit.
  Disable all of your mods and enable them 1-2 mods each time to isolate the culprit
• Confirm that there is no existing issue with a similar description submitted in the list of issues.

Describe Issue

Shown here is an enchanting table surrounded by placed books (regular books, enchanted books, and a mixture of two in the same block). None of these are providing the table enchanting power. Placing down in their place provides higher enchanting levels.

The next screenshots show my settings + version from the mods menu.

It's a forge only feature due to recent MC changes and lack of any fabric API for it. Config will be removed in fabric version
