Batched changes do not change ProgressPercentage

Not a huge issue, but for large syncs with numerous batches to pull change data, it seems wrong that every single BatchChangesCreatedArgs and BatchChangesAppliedArgs shows an identical ProgressPercentage for every batch. There should be some indication in the ProgressPercentage value that there is progress as the various batches are created or applied.
