Helm Chart - Create Transaction Generator

Problem
We currently don't have any way to synthesise automated transactions in a Network.
This feature is available in the Mina Local Network is is proven to be useful. Also, as we create isolated network for our partners, the absence of transaction causes side effects such as node restart, etc...

Acceptance Criteria
We can deploy a chart in a environment that will generate transactions (between account + zkapp transactions) given parameters

Tasks

• Based on https://github.com/MinaProtocol/mina/blob/develop/scripts/mina-local-network/mina-local-network.sh, create a Helm Chart to provide this feature.
• Document changes

This may not be required after all as the network does not need to have a flow of transactions to stay alive
