Requirement: Create a proposals page to allow logged-in users to view proposals filtered by their proposals, others, or all proposals.

Implementation:

Allow users to view a list of proposals, including my proposals and other community members' proposals.
Allow users to view the status of the proposals in the proposals list
Allow users to view details of the proposals by clicking on them

User Stories:

As a proposal author, I want to see a list of my drafts, submitted, and past proposals so that I can track their progress.
As a community member, I want to see proposal details including author information, funding requests, and status.
