Requirement: Improve clarity and structure of proposal form fields

Implementation:
Create a proposal: Update the proposal form based on the template that will be provided, and add the explanations to the proposal fields.
Introduce structured input fields/Allow rich text formatting (e.g., dropdowns, bullet lists) for delivery plans and budgets:

• Ensure budget formatting supports commas or update examples for clarity.
• Reduce character max. restrictions.
• Display the identities of the proposal Authors for voter evaluation.
• Each proposal field must be filled, check field validation.
• Ensure email addresses are correctly formatted before saving the draft.
• Fix template proposal visibility issues (all fields should display correctly, not over-growing).

User Story:

• As a proposal author, I want clear guidelines and structured input fields so that I can fill out my proposal accurately.
• As a proposal author, I want to provide a detailed budget breakdown with clear formatting so that I can accurately represent my funding needs.
• As a proposal author, I want reasonable character limits and clear expectations for each field so that I can provide sufficient details in my submission.
• As a voter, I want to see the discord handle and background links of proposers so that I can make informed decisions on their ability to complete the work.
