UX/UI - Information for Proposal Voting: Improve the UI & Describe the Voting phase & Previous Phase Summary

Requirement: Ensure that the user understands the proposal voting Phase and that the navigation is clear. Ensure that the user can view the Proposal deliberation Phase Summary.

Implementation:

• Provide a brief explainer of what the proposal voting process is at the top of the proposals list in the description and provide a link to go to the How it Works page that will land in the Submission Phase FAQs. Ensure that the navigation is clear.
• Provide a tab as an entry point for the Proposal Deliberation Phase Summary.

User Story:

• As a proposal author, I want clear information about what is the proposal voting phase so that I can consider if I should vote for a proposal or not.
• As a community member, I want to check previous phase results, so that I can create an idea of what proposals have the potential to be voted for funding
