Is your feature request related to a problem? Please describe.
When using Snowflake for demos, it would be nice to be able to see which programs and procedures are available in QCEngine.

Describe the solution you'd like
A function like FractalSnowflakeHandler.get_engine_info, which returns similar information to the qcengine info CLI. And/Or this info could be returned by FractalSnowflakeHandler.server_information().
