redpanda support

Hi there, from the readme it says we need to lower the version of kafka to v2.1.0 to get redpanda support. That was working for a while, but recently I've run into another issue. I've created a repro here, and also opened an issue in the pulumi wrapper repo

@Mongey I found a potential cause for the error: redpanda-data/redpanda#17456

do you have an idea of why the deployment might fail if the redpanda API returns a missing or incorrect value for cleanup.policy? I would have thought it would just try to recreate the same config value on the next update
