RCD Issue

Issue reported that RCDs could not remove the lowest level of plating to space a tile.

Decided to do some detective work.

Turns out that the issue involves areas that the random engine generation loads into the station. From my observations, the RCD behaved and removed the plating on other parts of the station. But the RCD failed to deconstruct plating in the engine rooms. Not sure if this is a one-time issue, or if this going to reoccur in the future.
