Make API call from skill to save the offset for Listen project.

1. Make call from scout-ua (if it's coming from Listen skill) to offset API in Listen server

@tamarahills To confirm: when you reference "Listen server" here - are you talking about a Scout server? Or the Pocket API?

If the Pocket API, we are not moving forward with offset saving for v1 launch, so we can probably deprioritize.

If you are talking about saving offset for Alexa skill usage, then agree to keep.

Yes, it was the Pocket API. We had initially talked about saving the offset in Pocket servers, but agreed it was deprioritized. I moved it into another column separate from the Launch items.
