GitHub now has M1 runners included in their standard GitHub-hosted runners for Public repositories: https://docs.github.com/en/actions/using-github-hosted-runners/about-github-hosted-runners/about-github-hosted-runners#standard-github-hosted-runners-for-public-repositories

Looks like setup-miniconda now has support for this as well so no workaround needed.
