Data Publishing Standards: Add workflow images for each article (for authors, for publishers, for infrastructure providers)

For each section, provide an image that shows possible data publication workflows/order of operations along the manuscript publication process.

Be mindful of different options:

Tier 1: Datasets are published prior manuscript submission.

Tier 2: Datasets are included in the review process by providing an URL to access the dataset 'under review' and datasets are published after the manuscript is accepted but before the article gets published.
