Utility bill calculation enhancements for detailed rates

Prompted by a user question, there are some OpenEI rates (particularly in California) that do not work with the ReportUtilityBills measure.

We should:

• Handle URDB tariff files with a daily fixed charge ("$/day") Utility bill calcs: Allow $/day fixed charges #1861

• Improve warning messages when a tariff file has invalid or unexpected data Utility bill calcs: Allow $/day fixed charges #1861
• Handle URDB tariff files with a daily min charge ("$/day")
• Handle URDB tariff files with daily tiers ("kWh daily")
• Use the URDB tariff file sell rate or dgrules when it's provided (need to figure out what to do if there's both a sell rate and the user has specified the PV compensation in the HPXML)
