Use buildstock-query to generate a list of building IDs for a specific population of buildings

In a related task, we are developing a process for submitting a batch of models to Alfalfa given a list of stock model building IDs as input. #473 (comment) In this task we want to leverage buidstock-query to generate the list of building IDs given a specific criteria. For this task we are not concerned about the particular buildstock query, but we want to develop software that executes a query and generates the building IDs. In a subsequent task we will wire all of this togethor, such that a query yields a batch of models submitted to Alfalfa.
