Start the initial configuration/directory structure/app layout for frontend refactor:

create frontend and backend subdirectories
install packages, like react, vite, router, material UI
Initial main layout of components (NREL themed header and footer)
Static pages and routing, like about, contact pages

RLiNREL added the UI/UX label

RLiNREL added this to the Refactor Frontend milestone
