Dhelmise Transfer Tutor issue

Describe the bug
Dhelmise does not have Synthesis as an option when going to the Transfer Tutor, despite learning it by tutor in Generation 7 and having it in the Transfer list on the Pixelmon Wiki.

Expected behavior
The Transfer Tutor should have the list of moves provided in screenshot three below; however, it has a completely different list instead.
