Missing Donor Eeveelution Scarves

Describe the bug
A number of players with Omen rank pre reset do not have access to the eeveelution scarves that are included with the rank.

To Reproduce
Steps to reproduce the behavior:

1. Have Omen from pre reset.
2. Press ESC.
3. Click Pixelmon button.
4. Click drop down on Hats.
5. See error.

Expected behavior
Re enable all eeveelution scarves for those with Omen.

Additional context
It seems to be different for others as I personally have 3 eeveelutions scarves while other Omen rank players have none at all available. This may also be applicable starting from Nova which is the rank that gets the 1st eeveelution scarf - sylveon. I am not certain if this issue is only with players that have donor rank pre reset or if this includes players that purchased it post reset.
