E4 Town?

Saw on github that their is a town with a tutor that knows pain split
their is no warp to it
I then flew all the way over because their are coordinates of the move tutor
first found the I'm guessing poke shop but it's just labelled armour stand and you cant interact with any of the shopkeepers
I then found the move tutor but when i went to put pain split on my mon it just says you cant pay the cost when I had 41 mb in my inv
but then I realised non of the moves actually have a price on them and all I want is to learn pain split for my mon for the tourny
I have also tried with heart scales just encase the cost of the move wasnt working but I got the same msg saying I couldn't pay for the move
