Why enable Device Admin for Sleep if it works without?

Judging from the description Neo Launcher provides, the Device Admin permission should be enabled in order to use the Sleep function.

However, it works fine without, as long as Neo Launcher has the permission to run an accessibility service.

I was wondering if the original intent was to allow Sleep without an accessibility service if Device Admin permissions were granted. Apparently, running an accessibility service drains the battery more, so there would be some benefit to it. However, if Device Admin is enabled, but accessibility service is disabled, triggering the Sleep function will redirect you to the device's Accessibility Services settings page.
