It is a bit on the heavy side, but it covers most things :-)
A very nice thing there is that each forum rule has an anchor point, and there is a code (BBCode if I remember correct) that you can use to reference a specific rule when you are banning someone or giving them a warning.
The link for reading the forum rules should be possible to reach from any page within the forum. It can either be a part of the forum, or it can be a normal Joomla article. If it is an article, just make suer we can use K2 articles as well :-)

I know this means something has to be done to the signup process in Joomla. But it is important.
We need a way to show a welcome message and force people to accept the forum rules when they sign up for an account.
Also, we need to be able to have a link in the forums that people can click on to read the rules. Take a look at how it is done at the KDE Forum: http://forum.kde.org/policy.php?sid=712d4b76125985d0237fe23a2689f8b7
