Is it possible to enable shoutbox only for some users/groups?

This would be part of a feature that I've been wanting to implement for a long time, being integrating with the NodeBB permission system. Besides allowing only certain groups access, it would also allow admins to set permissions on individual commands etc.

This is planned, but don't expect it soon ;)
